The algorithm is the ranking system deciding which posts each person sees. It is not one rule but a set of predictions: how likely you are to watch, to engage, and to stay on the app because of it. What it rewards is fairly stable even as the details change: content people finish, come back to, save and send to somebody else. Everything else, including hashtags and posting times, is minor by comparison.
