A target audience is the specific group a business is trying to reach, described precisely enough to act on. "Young people" is not one. "People aged 25 to 35 living within five kilometres who eat out twice a week" is. The value of the definition is that it makes choices obvious. Once you can describe who you want, judging whether a creator reaches them stops being a matter of taste.
